Center for Environmental Excellence (CEE) Grant

Abstract:

The purpose of the Center for Environmental Excellence (CEE) will be to provide a wide range of products and services to assist agencies in achieving environmental excellence in delivering their transportation programs and projects. Through its information-sharing, technical assistance, partnership-building and training resources, the purpose of the CEE is to directly engage Federal Highway Administration stakeholders such as State Department of Transportations (State DOTs), Metropolitan Planning Organizations (MPOs), local planning organizations, other Federal and state surface transportation agencies to incorporate environmental compliance, and stewardship into transportation planning, project development, construction, maintenance, and operations.

Challenges in Urban Freight Transport Planning- a Review in the Baltic Sea Region

Abstract:

Freight transport in urban areas is still not well understood and there is no methodology aimed at the analysis and planning of such areas. To achieve urban sustainability, new models for the management of urban freight movements are needed, in which local authorities play a pro-active role. The aim of this paper is to contribute to lay the groundwork for designing strategies to overcome the challenges involved in sustainable urban freight transport. This paper is based on a multiple-case study analyzing the current state of urban freight transport and current planning practices in cities around the Baltic Sea. While the cities differ in size, economy, and political and cultural frameworks, the transport sector plays a strong role in all cities. In-depth freight interviews with public and private stakeholders were conducted and complemented with several holistic interview sessions and document analysis. Potentials and shortcomings in urban freight transport planning are presented and the results show that freight transport is increasingly important for regional competitiveness while freight traffic is a growing threat for urban sustainability. In turn, the urban context is a barrier for efficient freight operations. However, both local authorities and transport operators neglect the problems that arise from freight in urban areas. An overall awareness is needed to understand that a deeper integration of freight transport and urban sustainability strategies can be beneficial for both the efficiency of freight transport networks and for local sustainability. City authorities need more logistics competence to facilitate the required integration between private and public actors.

City logistics: a chaos between research and policy making? A review

Abstract:

Although the interest in urban freight transport is growing, it is commonly seen as an area where there is, for several reasons, a lack of research, especially if it is compared with the amount of research that deals with passenger transport. The attention of governments especially for urban goods movement has increased over recent years and with that the number of studies in the urban goods movement field. However, the practice of city logistics policies is not very often the result of detailed analyses and evaluations. This is reflected in similar types of regulations repeated through the different cities regardless of their characteristics, the same schedules for time windows and load zones, and the failure to recognize different types of urban distribution which require different types of regulations. Apart from copying regulation frameworks, however, cities hardly share information, knowledge or cooperation. The lack of national or regional bodies dealing with city logistics, as there exist for urban passenger traffic, is significant. In this paper the authors address the main research contributions in city logistics and try to illustrate how the research contributions are (not) related to the daily practice of policymaking and town planning. Finally the paper ends with the conclusion that a real gap exists between research and practice and the paper provides some explanations, conditions and directions for setting up new research projects.

These 730+ individual measures relate to one of 8 CIVITAS thematic groups. This video highlights "Demand Management Strategies". Demand management strategies can reduce traffic through a variety of economic incentives, regulatory measures and modern communication technologies. CIVITAS cities experiment with a range of demand management measures to learn about the merit of different initiatives and share lessons learned.

For almost 10 years now, the CIVITAS Initiative has supported the implementation of more than 730 innovative urban mobility measures in 59 European cities. These 730+ individual measures relate to one of 8 CIVITAS thematic groups.
This video highlights "Urban Freight". The delivery of goods makes up a significant share of traffic in European cities and is a major contributor to deteriorating air quality, rising carbon emissions and congestion. Many CIVITAS cities encourage the use of cleaner freight vehicles and are developing solutions to better coordinate freight logistics to tackle traffic flows and congestion, protect competitiveness of shops and the quality of life of the citizens, and last but not least influence the image of the city.
