This research report is based on 100 detailed case studies that document the long-term, before and after economic impacts of a variety of highway capacity investments, mainly from around the United States. This project focused on long-term impacts on performance metrics such as employment, income, real estate values, and tax revenues. Temporary, construction-phase impacts were not considered in the report or the database of case studies. The report presents documentation on the background of the research project, an explanation of how the case studies were selected and developed, an introduction to the accompanying web-based tool, and a meta-analysis of the key relationships among factors such as project type, traffic volume, project location, and non-transportation policies put in place to help foster economic development. The findings from the meta-analysis can serve as a high-level guide for transportation agencies in selecting highway capacity projects that, with regard to long-term economic impacts, will provide a greater return on investment. For instance, the meta-analysis indicates that the type of project (e.g., an interchange versus a ring road) and the setting (e.g., in an area that is economically distressed versus non-distressed) matter considerably more than the amount of money spent to build the project. This report and the accompanying T-PICS (Transportation Project Impact Case Studies) website are intended to serve as a resource for transportation planners and others who are interested in better understanding the long-term economic impacts of highway capacity projects. Although highway projects are the primary focus, a number of intermodal projects (e.g., transit-oriented development projects with both a substantial highway component and freight terminals) are included in the database and web tool. The database and web tool were designed so that future highway case studies and economic impact case studies involving other modes of transportation can be added as they become available.

This publication, authored by transportation and logistics experts, describes the evolution of transportation and the ways in which all transport modes interact, change and grow within society. Included in the chapter topics are the following: public-sector role in freight and logistics; the supply chain; planning and the environment; labor and human resources; congested networks; freight flow models; and warehousing and distribution centers. Also examined are financial strategies and system security.

Globalization, trade and freight transportation are interrelated and concern a mobility scale that spans nations and often continents. This transnational mobility is subject to many geopolitical considerations such a who controls trade routes and what forms of competition and cooperation has emerged with expanded trade relations. Processes related to economic integration, the fragmentation of production systems due to outsourcing and offshoring are interdependent and have favored to setting of global commodity chains, from the extraction of raw materials, manufacturing, to final consumption. This requires an understanding of logistics and the growing level of integration between production, distribution and consumption.

The authors estimate the effect of a road pricing policy introduced in Milan in 2008 on concentrations of benzene, carbon monoxide, particulates, nitrogen dioxide and Sulphur dioxide. The authors found a sizeable effect of the Ecopass on air quality in terms of reduction in the concentration of carbon monoxide and particulates a few days after its introduction, although this effect disappeared after only one week. The authors interpret these results as indicative of an inefficient policy design: motorbikes were not charged and the treated area is too limited to generate positive outcomes for the whole city. Further evidence from a natural experiment given by a temporary suspension of the charge in 2012 confirms the authors' hypothesis on the incentives for motorbike usage.

Article describes the state of Washington's desire to become more aware of commuter's needs by thinking more like supply chain managers than merely roadway designers. Workshops and classes are helping to facilitate the education process.

A July 13 article in the New York Times showcased an apprenticeship program at a Virginia naval shipyard. Around the same time, Democratic Presidential candidate Hillary Clinton proposed a tax credit for companies that take on apprentices. It’s a call that has been taken up by others, including some on the Republican side as well.
